The Modem is Being Used by Another Dial-Up Networking Connection or Another Program.  Disconnect the Other Connection or Close the Program, and Then Try Again.

1.  Reboot.

2.  Make sure that no other programs are using your T/A.  Fax software, Supervoice, etc...

3.  Ctrl-Alt-Delete, if you see RNAAPP loaded, then go to the RNAAPP fix page.

4.  Uninstall and Reinstall the T/A.
