The Microsoft Dial Up Adapter is Not Installed or Working Properly.

1.  Check the Network Control Panel.  If the Dial-Up Adapter is not installed, install it.

2.  If it is installed, uninstall it and it's associated components and reboot.  Then reinstall the Dial-Up Adapter and TCP/IP.

3.  Try removing other components like VPN support, extra dialup adapters(definately these), or an AOL Dial-Up adapter.
